The Suffolk Resolves were primarily authored by Joseph Warren. Suffolk County, which included Boston, was written in reaction to the Massachusetts Government Act. The act revoked the Charter of the Massachusetts Bay Colony, and denied the colonists the right to elect the colony’s executive counsel. It further forbade town meetings such as the one which produced the Suffolk Resolves. Rather than causing the colonists to crumble, the Massachusetts Government Act strengthened the resolve, particularly of those in Boston, to resist the tyrannical rule of Britain.
